Graduated Driver License (GDL) Programs State by State
All 50 states and the District of Columbia have GDL programs, but requirements and restrictions can vary from state to state.
Many state GDL programs include:
- Age minimums for a learner’s permit, intermediate license and full license.
- A mandatory holding period for a learner’s permit.
- Minimum-hour requirements for supervised driving during the day and at night.
- Restrictions for driving at night and with passengers during the intermediate license stage.
Some states may have additional rules for teen drivers:
- Bans on cell phones and texting.
- Seatbelt requirements.
- Zero tolerance for impaired driving (drugs or alcohol).
- Stronger penalties during the intermediate license phase.
- Complete driver education and/or training.
